Concepts and definitions

The definition of population is the central aspect of the entire domain of European population statistics. 

The recommended definition is the usually resident population representing the number of inhabitants of a given area on 1 January of the year in question. In some cases, it is on 31 December of the previous year. Usual residence means the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage.

Data sources

Most of the data sources used by the national statistical institutes to compile demographic statistics are administrative data sources. For example, population registers, residence registers, social insurance registers, civil status registers, statistical reports or administrative records on births, deaths, marriages and divorces.

The decennial population and housing censuses additionally provide very detailed information from the enumeration of the entire population and improve the accuracy of demographic statistics.

Population concepts in other European statistics

The EU legislation behind the population and housing censuses and demographic statistics makes reference to the same population definitions. Eurostat and EU members are currently reviewing the statistical legislation for European statistics on population to make it more harmonised and up-to-date.

The population figures transmitted by the national statistical institutes to Eurostat in the demography domain may differ from those available in other domains such as the Labour Force Survey (LFS), the Survey on Income and Living Conditions (SILC) and National Accounts. The difference is due to the specific population coverage and more information can be found in the metadata specific to each domain.
