​Joinup, the open and collaborative platform managed by the European Commission’s ISA² Programme fosters the collaboration between IT developers, architects, business leaders and academia. It allows these professionals to promote, discuss, and upload their own proven eGovernment solutions, but also find similar ones from others. It further offers a key repository of shared and reused solutions consisting of more than 2.700 interoperability solutions ready to be used while we write this blog post.

Besides organising SEMIC 2018, the SEMIC action team has been busy with many other things during the last few months. We have analysed the use of DCAT-AP, developed a draft Core Public Event Vocabulary, started pilots with the Financial Transparency System and the National Interoperability Framework Observatory and published a number of interesting studies.

Our society is based on data, information if you wish. This text itself is data getting to you through a more or less complex combination of technologies. Since you are reading it, most probably your work also involves data and/or information: how to collect or generate it, how to process it, how to digest it. We can agree that data are not as rich as, let us say, information, at least from this point of view: information is data with meaning (semantics). A number per se it is not so meaningful. For instance 42 as such does not convey much meaning. We need something to move from the data, the 42, to some information: 42 years, 42 days, 42 as the answer…

Digitising public administrations is vital for the advancement of the Digital Single Market (DSM). Digital government can play a significant role in strengthening the trust in governments. Well aware of that, back in March this year we launched the new European Interoperability Framework (EIF) prepared by the Interoperability Unit of the Directorate-General for Informatics (DG DIGIT) at the European Commission. This document provides 47 recommendations for modernising the delivery of public services nationally and across borders.

Joinup, the platform managed by the European Commission’s ISA² programme, is one of the success stories of the programme. Since its launch in 2011 it has over 25,000 subscribers and more than 30,000 artefacts (software solutions, specifications and frameworks) have been uploaded. Very soon however, the current Joinup as it is today will only exist in our memories and in this blog post.

This effort however should be coordinated to address the risk that public services, although digital, are delivered in divergent ways.

Since more than a decade, the European Commission’s ISA² programme and its predecessor programmes ISA and IDABC have been supporting public administrations across the EU to achieve interoperability of their systems – on technical, semantic, organisational and legal level. Under these programmes, the SEMIC action aims at the development of solutions enabling semantic interoperability. This year, the annual SEMIC conference will bring together experts from more than 30 countries in Valetta, Malta.

Thanks to the experience gathered under the SEMIC action, lessons-learnt can already be shared at European level.
