The first joint tool in the field of EU decision-making: discover the Interinstitutional Register of Delegated Acts

Before the Interinstitutional Register of Delegated Acts (REGDEL), following up the evolution of delegated acts, from their planning by the Commission to their publication in the Official Journal was a tedious process. With REGDEL now in place, users have a one-stop shop where to find all the relevant information.

Delegated acts are a type of EU-level regulatory measures that are prepared and adopted by the European Commission, following the consultation of Member State experts and often of the wider public. Once adopted, they are scrutinized by the European Parliament and the Council and, should there be no objections; they are then published in the Official Journal and take legal effect. Delegated acts are used to supplement or amend, at the request of the EU legislator (European Parliament and Council), existing legislative acts, and are used in many policy areas.

In this process, it is therefore important for stakeholders, but also for citizens at large and institutional actors (such as national administrations) to be able to follow the evolution of delegated acts, from their planning by the Commission to their publication in the Official Journal. Information on the various steps in the process was available in the public domain for many years now, with each institution documenting its work on its own webpages. This meant that, while information was public, one had to navigate to various websites in order to retrieve it, making the process more tedious and longer.

This has changed with REGDEL. Thanks to this IT solution developed under the ISA2 Programme, users have a one-stop shop where to find all the relevant information. Moreover, they can subscribe in order to receive direct notifications about the evolution of the files they are interested in. This is an important step not only towards increased transparency of the EU decision-making process, but also towards rendering the decision-making process more accessible to citizens and stakeholders through the interoperability of tools belonging to the three institutions.

In more technical terms, the Register acts as an aggregator of information coming from various IT systems in the EU institutions, points the user seamlessly to the right documents and events, at all stages in the lifecycle of delegated acts.

The ISA² programme is run by the European Commission between 2016 and 2020 with a strong focus on the digitalisation of the public administrations to better connect them with businesses and citizens.
