AVMSD Consultation process - Public Consultation 2005

Public Consultation 2005

The Commission Communication “i 2010 – A European information society for growth and jobs”, adopted on 1 June 2005, recognises the necessity of an “integrated approach to information society and audiovisual media policies in the EU” as “communication networks, media, content, services and devices are undergoing digital convergence”. It stresses that increased legal and economic certainty will encourage new services and more content and announces that the Commission will propose by end 2005 a “revision of the Television without frontiers directive to modernise the rules on audiovisual media services.”

The revision of the TVWF Directive has been the subject of public consultation in 2003, of independent studies, and of experts meetings in Focus Groups between September 2004 and February 2005. It also was discussed with the Member States in various Council meetings, in Contact Committee meetings as well as during a seminar under Luxemburg Presidency (30/31 May 2005) and in bilateral contacts.

The following issues papers summarise these various inputs concerning the future legislative framework for audiovisual content services. They are subject to public consultation during summer 2005 in preparation of a major audiovisual conference co-organised by the European Commission and the UK Presidency in September 2005. They address the following topics:

  1. Rules applicable to Audiovisual Content Services English Deutsch Français pdf

  2. Rights to Information and Short Extracts English Deutsch Français pdf

  3. Cultural Diversity and Promotion of European and Independent Audiovisual Production English Deutsch Français pdf

  4. Commercial Communications English Deutsch Français pdf

  5. Protection of Minors and Human Dignity, Right of Reply English Deutsch Français pdf

A sixth issues paper deals with the question of media pluralism:
