The Johannesburg Plan of Implementation (JPOI), agreed by Heads of State at the 2002 World Summit for Sustainable Development (WSSD), states that there is a need to "...with a sense of urgency, substantially increase the global share of renewable energy sources with the objective of increasing its contribution to total energy supply". The conclusions also recognized «...the role of national and voluntary regional targets as well as initiatives...».

GlobeTo ensure the adequate follow-up of the JPOI on renewable energy, the EU together with a number of like-minded countries, launched the "Declaration on the Way Forward on Renewable Energies" (See Objectives and Members for more details).

JREC Ministers and Senior Officials have since met regularly during informal Conferences, Meetings and Side Events. High-level decision makers identified a large range of policy objectives that can be addressed through increased renewable energy policies and measures, including objectives related to environment, energy security, rural and enterprise development, trade, employment, etc.

JREC members contributed significantly to the success of the World Conference for Renewable Energy, which was hosted by Germany in June 2004. They agreed to contribute pro-actively to the upcoming review of WSSD energy related commitments during the 14th and 15th session of the UN Commission for Sustainable Development.
