Type of assessments
The following types of assessments are conducted, depending on the needs and objectives:
Peer reviews are qualitative assessments to assess how compliant a country's statistical system is with the European Statistics Code of Practice. Peer reviews result in a set of recommendations. Their implementation is followed up and monitored by Eurostat. For some countries, peer reviews are carried out in partnership with the European Free Trade Association (EFTA).
Light peer reviews were implemented in enlargement countries between 2008 and 2011. They followed the same approach as used for the EU countries for the first round of ESS peer reviews, but with no quantitative assessment of compliance with each indicator of the European Statistics Code of Practice.
Sector reviews analyse in detail the statistical production processes in specific sectors. They are specifically tailored to the needs of selected partner countries. Countries request a detailed review of a statistical sector to receive recommendations on how to align this sector of statistics with European requirements.
Global assessments evaluate the capacity and level of conformity of the national statistical system to produce official statistics that comply with European and/or international standards, such as the European Statistics Code of Practice - or region-specific Codes of Practice - and the UN Fundamental Principles of Official Statistics. Unlike peer reviews, global assessments cover also important statistical sectors.
Global assessments are conducted at the request of the countries and are adapted to their needs. They assess the country’s entire national statistical infrastructure and statistical domains. They are generally carried out in partnership between Eurostat, the United Nations Economic Commission for Europe (UNECE), and EFTA.
