The current 2020 as well as the previous 6 waves of the household budget survey (HBS) data collection have been carried out on a voluntary basis by the countries, meaning under a so-called ‘gentlemen's agreement’. This agreement was adopted in 1989 at the statistical programme committee meeting.
The HBS 2026 is the first wave for which the EU regulation 2019/1700 will be implemented.

- Commission delegated regulation 2020/256 establishing a multiannual rolling planning.
- Commission delegated regulation 2023/126 on specifying the number and the title of the variables for the consumption domain
- Commission implementing regulation 2022/2094 on the technical items of data sets, establishing the technical formats for transmission of information and specifying the detailed arrangements and content of the quality reports on the organisation of a sample survey in the consumption domain
