Comments/ Policy relevance The share of persons with an equivalised disposable income, before social transfers, below the at-risk-of-poverty threshold. Retirement and survivor's pensions are counted as income before transfers and not as social transfers. This indicator is meant to compare the observed risk of poverty with a hypothetical measure of a risk of poverty in absence of all social transfers (other than pensions) all things being kept equal. In particular, household and labour market structure are kept unchanged. This measure does not take into account other types of transfers that have an impact on household disposable income such as transfers in kind and tax.
