This checklist aims to guide those managing or implementing the European Social Fund and European Social Fund Plus, including managing authorities, intermediate bodies, relevant ministries, and organisations working on housing, in planning and implementing Housing First actions with homeless people. In doing so, the 2021-2027 ESF+ will support Member States in implementing principle 19 of the European Pillar of Social Rights ‘Housing and assistance for the homeless’ by funding initiatives that support homeless people back into housing.
