EAfA Member Spotlight: European Vocational Training Association

There is plenty to gain by becoming a member of the European Alliance for Apprenticeships (EAfA) and making a pledge! The EAfA Member Spotlight is a series of interview articles that highlight the hard work of Alliance members and how their pledges contribute to supporting quality and effective apprenticeships.

We spoke with a representative from the European Vocational Training Association (EVTA), a dedicated member of EAfA. EVTA is deeply committed to advancing apprenticeships and vocational training across Europe, supporting mobility of learners and playing a pivotal role in addressing the evolving skills needs of the labour market. Stay tuned to learn more about EVTA's pledge and the initiatives they are implementing to support the objectives of EAfA. 

Can you provide a short overview of your pledge and which EAfA objectives it relates to? 

The EVTA pledge, known as ‘STAR’ (Support Vocational Training and Apprenticeship Reforms in the EU), sets out targeted actions to enhance the image of apprenticeships in Europe and promote learner mobility. It advocates for recognition of qualifications, raising awareness of mental health, and supporting work-based learning. EVTA fosters collaboration among stakeholders to adapt apprenticeship programmes to labour market needs. We also promote green and digital skills through workshops and partnerships, and facilitate cross-border apprenticeship placements. EVTA's commitment to promoting apprenticeships was recognised at a High-Level Event in June 2023 through the official award of the pledge ‘STAR’. 

In which fields do EVTA members offer apprenticeships? 

EVTA members, predominantly vocational education and training (VET) providers and institutions, offer apprenticeship programmes across various fields, such as tourism and hospitality, healthcare and welding. These programmes span initial, continuing and technical VET. 

How did you first hear about EAfA and why did you decide to submit a pledge? 

EVTA's engagement with EAfA dates back to 2013, when we initially participated through a joint pledge presented by VET4EU2 – a consortium of six prominent VET and Higher Education organisations. Later, in May 2023, we submitted our own pledge, formalising EVTA’s commitment to the Alliance. This reflects the shared interests of our extensive network, particularly VET providers. We aim to help overcome communication challenges related to apprenticeships, especially at the local grassroots level, by supporting the sharing of important information and exchange of best practices among actors at different levels. 

How has EAfA membership helped EVTA to facilitate regional collaboration and partnerships across Europe? 

EAfA helps us facilitate regional collaboration through in-person gatherings and online discussions, bringing together diverse stakeholders such as employers, workers' representatives, trade unions, education actors, and local authorities. We suggest advancing this collaboration by organising national-level events to engage stakeholders from across European countries, regions and municipalities. Partnering with prominent European networks like EVTA could amplify outreach efforts, particularly at the grassroots level. 

What opportunities has EVTA taken to contribute to EAfA activities? 

EVTA advocates for quality apprenticeships at various events, both directly and indirectly addressing the topic. We promote EAfA as a key EU-level initiative supported by EVTA at online and on-site events. Additionally, we actively participate in meetings and discussions organised by EAfA. EVTA recently joined three EAfA communities (on green and digital transition, social inclusion and gender equality, and mobility), further solidifying our commitment to the initiative. 

How have you promoted EAfA membership to your EVTA members? 

We keep our members updated on EAfA initiatives through our dedicated internal platform, ensuring the smooth flow of information in terms of relevant materials, events, and best practices. Additionally, we highlight the benefits of EAfA membership by showcasing successful outcomes resulting from past activities. 

Since submitting your pledge, what activities has EVTA undertaken to achieve the EAfA objectives? 

We have actively pursued EAfA objectives through several key activities. This includes EVTA’s participation in the AppIntern project as a consortium partner, focusing on strengthening connections between VET institutions, companies and apprentices. We organised a multiplier event at the European Parliament on 13 July 2023 to showcase the project's outcomes and foster discussions on apprenticeships and mental health. Additionally, EVTA attended the European Apprentices Network Event and the joint Cedefop/OECD symposium on 'Apprenticeships and the digital transition', contributing with insights and advocating for policy support from a VET perspective. 

Furthermore, we have been involved as a partner in the SMEsGoDigital project, aiming to empower SMEs for digital transformation through the development of an online tool providing guidance and resources tailored to their needs. Finally, EVTA has been advocating for policies supporting highquality apprenticeships by collaborating with national and European policymakers. We have initiated the development of a policy observatory on internationalisation and social utility to deepen understanding and promote best practices in VET policies. These efforts demonstrate our commitment to advancing apprenticeship quality and relevance in Europe. 

Do you have any standout stories to share about apprentices who have successfully completed an apprenticeship? 

We have an exciting success story from a partnership between ENAIP Veneto and Ford Italia Spa. 

The two entities joined hands in a comprehensive agreement, covering a range of activities. These include upskilling trainers, co-teaching ENAIP students in automotive courses, and offering apprenticeships at local Ford Italia garages. This collaboration was celebrated at an event on 20 February 2024. At the event, automotive students received their technical diplomas (EQF level 4), and about 30 students from ENAIP Veneto visited the BISSON Auto Spa Ford Store, one of Italy's largest.  

The event also marked the launch of the Ford Youth Academy initiative, aiming to nurture future talents in digital service and assistance for Ford vehicles. The cooperation between ENAIP Veneto and Ford Italia Spa is particularly noteworthy as it involves five ENAIP VET centres in Veneto, with a focus on developing technical knowledge and skills for anticipated high-demand roles in the automotive sector. 

Key highlights of the collaboration include specialised training for technical area trainers in mechatronics, automotive, bodywork, and hybrid/electric vehicles. Third-year students in the motor vehicle maintenance course receive training in maintenance, basic electronics for diesel/petrol/hybrid engines, and electrical diagrams with testing and diagnosis. Additionally, fourth-year students in the car repair technician and acceptor course undergo training in automatic transmissions, air-conditioning, actuator sensors, and electrical risk. 

Another significant aspect is the initiation of school-to-work alternation initiatives at Ford dealer networks across provinces, starting from the Bisson Auto Spa premises. This involves eight students from professional qualification and diploma courses in the automotive sector, activating apprenticeship contracts under the dual system

Why should other organisations join EAfA and submit a pledge? 

EVTA encourages organisations to join EAfA and submit pledges to gain access to networking opportunities. EAfA provides a diverse community for exchanging practices across interconnected areas. Additionally, it supports members to gain expertise on apprenticeships, guiding them through the process and providing materials for dissemination and promotion.
