National labour market context:

The Scheme was launched at a time of very high unemployment (14.9%-15.1% for 15-74 age group and around 30% youth unemployment) although the unemployment rate has fallen since the launch of JobBridge.

The scheme provides jobseekers the opportunity to engage in the job market through internship opportunities within real workplaces. This allows participants to gain quality work experience, to network and to be better placed to take advantage of job opportunities as they arise. There is a clear relevance to EU employment policy.

This activation scheme provides jobseekers the opportunity to engage in the job market through internship opportunities within real workplaces.

Participants gain quality work experience, are provided with opportunities to develop new skills and to network. Participants are therefore better placed to take advantage of job opportunities as they arise. There is a clear relevance to EU employment policy.
Aims and objectives of the policy or measure:

To assist in breaking the cycle where Jobseekers are unable to gain employment without experience. Ensuring the provision of opportunities to gain real workplace experience with potential employers.

The scheme also gives young people a real opportunity to gain valuable experience to bridge the gap between study and the beginning of a career.

The scheme has been included in the Programme for Government 2011-2016.  It has been also cited in two Goverment policy documents: Pathways to Work and Action Plan for Jobs
Main activities / actions underpinning the policy or measure:

Creation of 6-9 month internship placements for unemployed jobseekers.  Placements are provided voluntarily by organisations in the public private, community and voluntary sectors. The placements are advertised and jobseekers apply to the organisation. If selected, and if eligible, the jobseeker commences their internship, retains their current social welfare entitlements and also receives a weekly €50 top up payment for the duration of the internship.

Provision of website www.jobbridge.ie as a portal for host organisations to advertise internship opportunities.  Control and monitoring measures to ensure a high-quality, labour market relevant, real-workplace internship experience.
