Version 2.0 of the e-PRIOR pre-award phase available!

A new version 2.0 of Open e-PRIOR, covering the pre-award phase, is now available for download.

Open e-PRIOR is an open-source e-Procurement platform based on the UBL standard allowing the practical implementation of interoperable electronic services within any public administration. The system, which is supported by the ISA² programme of the European Commission, has been designed to interoperate with a large number of heterogeneous applications. It provides a connection to PEPPOL via its own access point, facilitating the cross-border exchange of post-award e-procurement documents such as electronic invoices between, for example, a public administration in country A with suppliers in country B.

For the pre-award phase, e-PRIOR provides sample front and back offices to help speed up the implementation. The pre-award phase encompasses all e-procurement processes before signing the contract, i.e. the electronic submission of tenders, their evaluation, and the awarding of economic operators.

The new release 2.0, which has just been published, provides an enhanced version of the e‑Submission process with improved support for “open procedures”, as well as features and building blocks to help implement new types of market procedures. The release also contains basic functionalities for e-Evaluation and e-Awarding.

e-PRIOR was developed under the ISA programme. Support is continued under the new EC programme ISA². This programme is promoting the modernisation of public administrations through the development, sharing and re-use of interoperability solutions. The solutions developed can benefit public administrations, businesses and citizens in Europe through cuts in the time and cost spent on administrative procedures.
