New study on The Role of Digital Government in the European Semester process published

A new study "The Role of Digital Government in the European Semester process 2019" is now available. The report was published on 16 April within the framework of the “National Interoperability Framework Observatory (NIFO)" Action of the ISA² Programme.

The study analyses data relevant to digital government in the European Semester process, which is set up to monitor and coordinate the macroeconomic governance at the European level. It evaluates how the ISA² Programme can contribute and address the key trends affecting the digitisation of public administration in Europe. The study is carried out on annual basis to provide a check-up on the health of the public administration modernisation process in Europe.

The study provides an analysis of three sets of documents for every EU Member State:

  • the Country Specific Recommendations (CSRs) issued through the European Semester process;
  • the National Reform Programmes (NRPs) devised by EU Member States to address their CSRs; and
  • Member States’ national Operational Programmes (OPs) to analyse how EU countries plan to use EU funds to promote the development of digital government, and specifically how they individually address European Structural and Investment Funds’ Thematic Objectives 2 (Enhancing access to, and use and quality of ICT) and 11 (Improving the efficiency of public administration). 

In order to meets its goals, the study builds around the following research questions:

  • How do the CSRs, NRPs and OPs tackle digital government?
  • Are there any common elements?
  • What are the main challenges still faced by the Member States? 
  • How can the Commission better support Member States in their public administration digitalisation efforts?

Based on the findings, the study identifies potential actions and proposes five recommendations which also investigate how ISA2 solutions could help in addressing different challenges in the Member States.
