How to make legislation ready for the digital age? Share your experience

In the world of rapidly developing technologies, it is important to ensure that legislation takes into account potential ICT impacts and fosters the take-up of digital solutions. Under the Legal Interoperability Action, the ISA² Programme is working on tools to help legislators create “digital-ready” law. To exchange experience and best practices, ISA² met a representative of Denmark’s Agency for Digitalisation.

EU Member States are facing similar challenges as EU institutions when trying to achieve legal interoperability. How to make colleagues aware of the need to assess ICT impacts of legislation? How to build of community around the topic? The mutual exchange of experience can be beneficial for both sides.

Kristoffer Nilaus Olsen, special advisor of the Denmark’s Agency for Digitalisation, met with ISA² project managers running the Legal Interoperability Action. Danish and ISA² approach have many aspects in common:

  • aligning with the European Interoperability Framework;
  • working on guidelines on how to make a legislative proposal digital-ready;
  • screening draft legislative initiatives for ICT impacts; or
  • commenting and follow-up on selected proposals.
