Discover what the ABR Action phase 2020 offers you

The Access to Base Registries (ABR) Action – Phase 2020 focused on producing specific material and reusable tools to support Member States (MS) in their work on base registries (BR), interconnection of BR, and the creation of registries of registries (RoR). 

More than 80 stakeholders, ranging from public administrations in 18 Member States and other countries in Europe, to EU Institutions and EU Projects (e.g. SDG/TOOP, DE4A, IMOLA III) participated in various interactive activities in which they had an opportunity to present their solutions, exchange experiences, and discuss various topics. 

Their valuable feedback contributed to the creation of the following material that is publicly available on Joinup:
The semantic specification BRegDCAT-AP, which describes metadata of RoR, facilitates sharing and reuse of data between various organisations, and facilitates the creation of a European Registry of Base Registries (ERBR). The latest Release, version 2.00, is available for download in all serialisation types in the ABR-BRegDCAT-AP Solution on Joinup.

• The specification is already reused by SDG in the TOOP Architecture of the Data Services Directory, and is also implemented by Norway in DCAT-AP-NO. 

Reusable Open Source tools, which in practice support the implementation of the BRegDCAT-AP, are the Creator, Mapping Editor, Editor, Validator, and Harvester. The descriptions, use cases, source code, adaptability and deployment information are available in the ABR-BRegDCATAP-Tools Solution on Joinup.

• The tools have been tested for use cases in Malta and Norway during the pilot phase.

The Base Registries Access and Interconnection Framework (BRAIF), which guides Member States on the creation of an ecosystem of interconnected base registries which exchange data and, therefore, facilitate the setup of integrated public services. The latest publication of BRAIF, version 3.00, is available as a document on Joinup.

• The use cases received from Member States are mapped in BRAIF.

The Guidelines for base registries interconnection, which provide recommendations and good practice examples collected from Member States and EU Institutions, and guide users on how to overcome the challenges Member States face, as well as how to simplify the work on BRs and RoR. The latest publication of the Guidelines, version 3.00, is available on the ABR Guidelines page on Joinup.

• The Guidelines also include references to reusable solutions which are part of the ABR Catalogue of Solutions.

Considering that the ABR Action bases its work on MS needs and experiences, a series of interviews were performed which helped the creation of case studies from X-Road (NIIS), Luxembourg (CTIE) and Belgium (BOSA). The published material is useful to EU policy makers, eGovernment representatives, data management experts, academia, semantic and IT experts working on interconnecting architectures, and to any other profiles working on BR, RoR and their interconnection.
