Collection of crime statistics is not mandatory, but it is envisaged by the  resolution 1984/48 of the Economic and Social Council of the United Nations, dated 25 May 1984.

Eurostat received a mandate under the 2004 The Hague programme: strengthening freedom, security and justice in the European Union to develop comparable statistics on crime and criminal justice. The system is being enhanced and extended as part of the implementation of the 2009 Stockholm programme: an open and secure Europe serving and protecting citizens. In 2012, the Commission set out the main strategies to be adopted to improve the collection of crime statistics in form of a statistics action plan for 2011-15.
