First Commission Proposal of AVMS (December 2005)
After a long and comprehensive consultation process that started in 2002,
the Commission adopted on 13 December 2005 the proposal for a new
Audiovisual
Media Services Directive.

Council general approach (November 2006)
The Council of Ministers in May 2006 held a first discussion on the proposal and
on 13 November 2006 agreed on a general approach.
The compromise prepared by the FI Presidency and endorsed by the Council was broadly in line with the Commission proposal.

3. European Parliament first reading (December 2006)
The European Parliament on 13 December 2006 adopted the Directive in first reading. The vote largely confirmed the Commission's initial proposal with a clear consensus on scope, co-and self-regulation, European works and the two-tier approach. It went further than the Commission proposal on independent regulators and short reports. The majority supported a strong country of origin principle. The Parliament added some new provisions, such as those on media pluralism (rejected by the Commission) and access for people with disabilities (accepted by the Commission).

4. Revised Commission proposal (March 2007)
On 29 March 2007 the Commission adopted an amended proposal based on the discussions in Parliament and Council.

5. Common position (May 2007)
On 24 May 2007 a political agreement was reached on the new Directive at common position stage. The Council formally adopted the common position on 15 October 2007.

6. Adoption in Parliament (November 2007)
The European Parliament on 29 November 2007 adopted the Audiovisual Media Services Directive

The Directive was published in the Official Journal on 18 December 2007 and entered into force on 19 December 2007.
Member States had two years to transpose the new provisions into national law. Since the end of 2009 the modernized legal framework for audiovisual business applies.

7. Codified version
A codified version of the AVMS Directive was adopted by the Council on 15 February 2010 and published in the Official Journal. This mainly changes the numbering of the Articles and provides a consolidated set of Recitals.
