This chapter of the City statistics manual provides the definitions that should be used for compiling data at city and functional urban area level in the tourism statistics domain. In order to ensure comparability across countries, the recommended concepts and definitions are in line with the existing EU Regulation on tourism statistics. Previous data collection on tourism statistics was based on Council Directive 95/57/EC of 23 November 1995, which has been repealed by Regulation (EU) No 692/2011 of the European Parliament and of the Council of 6 July 2011 concerning European statistics on tourism and the Commission implementing Regulation (EU) No 1051/2011. The latest legal act is the Commission Delegated Regulation amending Regulation (EU) No 692/2011 of the European Parliament and of the Council concerning European statistics on tourism, as regards the transmission deadlines and adaptation of Annexes I and II and which was adopted in August 2019. The legal act establishes the extension of the data collection to the city level. It entered into force in 1 January 2020.

Tourist accommodation establishments means a local kind-of-activity unit providing as a paid service - although the price might be partially or fully subsidised - short-term or short-stay accommodation services as described in groups 55.1 (hotels and similar accommodation), 55.2 (holiday and other short-stay accommodation) and 55.3 (camping grounds, recreational vehicle parks and trailer parks) of NACE Rev. 2.

A night spent (or overnight stay) is each night a guest / tourist (resident or non-resident) actually spends (sleeps or stays) in a tourist accommodation establishment or non-rented accommodation. It could be either a business or recreational overnight stay. The accommodation establishment should be located within the specified boundaries. Data should be provided annually.

Number of bed-places is determined by the number of persons who can stay overnight in the beds set up in the establishment, ignoring any extra beds that may be set up by customer request. The term bed place applies to a single bed, double bed being counted as two bed places. The unit serves to measure the accommodation capacity of the establishment. Data should be provided annually.

Nights spent in tourist accommodation establishments by residents/non-residents (CR2010V and CR 2011V) is the number of nights spent in a particular city by residents/non-residents of the country, where the city is located.
