Elena Flores

Director, Policy Strategy and Coordination, Directorate General for Economic and Financial Affairs, European Commission.

Elena Flores was appointed Director for Policy Strategy and Coordination in DG ECFIN in 2011. Previously, she was Director, Economies of Member States II (from 2007) and head of the unit for Public finance in the euro area and the EU (from 2002).

From 1999-2002, Ms. Flores served as Advisor in Commissioner Solbes’ office, responsible for economic policies, employment, taxation and financial issues. She became head of the unit Monetary union: technical and market questions in January 1997, and head of the unit Financial markets and financial intermediaries in January 1999. In 1990, Elena Flores was a member of the team responsible for economic and monetary union within DG ECFIN.

Before joining DG ECFIN, Elena Flores worked in the Directorate General for Budget, in particular undertaking the financial reform of the European Community (1987-1990).

Ms. Flores was an assistant professor at the Universitat Autònoma de Barcelona (UAB) in the field of international economics from 1982 to 1986. She has a Master’s degree from the UAB (1982) and a Master in European Economy from the College of Europe in Brugge, Belgium (1984).
