Announcing the publication of the PES Network Annual Report and 2024 Work Programme

The European Network of Public Employment Services (PES Network) reflects on the past year's achievements and challenges, setting its agenda for 2024. In 2023, amid changing labour market conditions, the members of PES Network showed resilience in addressing skills shortages and integrating displaced individuals. To this end, the Annual Report of the PES Network and the PES Network Work Programme 2023-2024 have been published, outlining the strategic priorities and initiatives for the upcoming year.

Reflections on 2023

In 2023, the work of the PES Network took place in a context of labour shortages, economic uncertainties, and the accelerating green and digital transitions. Despite historically low unemployment levels in the EU, challenges remained in matching jobseekers with opportunities, especially in skill-shortage sectors. The Network specifically focused on digitalisation, partnerships, and supporting vulnerable groups.

The closure of the 3rd Benchlearning cycle in 2023 highlighted continuous improvement among European PES. Progress was seen across eight performance enablers, notably for strategic performance management and operational processes. Thematic Learning Dialogues provided opportunities for knowledge exchange and collaboration on specific topics, while reforms aimed to strengthen organisational capacity and partnership strategies.

These reforms include the revision of the Benchlearning methodology which aimed to streamline assessment processes and focus on key performance indicators for improving PES effectiveness. Additionally, new enablers focusing on HR strategy and corporate culture were introduced to drive organisational transformation. These reforms were designed to empower PES to better adapt to the green and digital transitions, enhance service delivery, and strengthen partnerships with stakeholders. The appointment of a new Chair Caroline Mancel, and a new Vice-Chair Inga Balnanosiené, further invigorated the Network's initiatives, setting the stage for a promising 2024 and a 4th cycle.

Key Themes for 2024

The 2024 Work Programme provides a comprehensive roadmap for the PES Network, detailing strategic priorities and initiatives aimed at navigating the evolving landscape of the labour market.

It emphasises resilience, innovation, and collaboration to address European labour market challenges. Through digitalisation, partnerships, and support for vulnerable groups, the Network aims to chart a course towards a more inclusive, sustainable, and resilient future.

The Work Programme focuses on four strategic strands to guide PES Network activities:

  1. Structural and Labour Market Changes: Addressing green and digital transitions, demographic shifts, and skills shortages while supporting vulnerable jobseekers.
  2. PES Service Delivery: Improving service design and delivery, emphasising digitalisation and innovative counselling.
  3. PES Performance Management: Enhancing efficiency, quality management, and human resource development through digital transformation and AI.
  4. PES Governance and Ecosystem: Strengthening partnership management and communication, mainstreaming green and digital transitions, gender equality, and support for vulnerable groups.

Looking Ahead

In 2024, PES Network activities will prioritise skills development, support for vulnerable groups, and digitalisation initiatives. The Network will advocate for cooperation between Member States, aligning with the European Pillar of Social Rights, the European Green Deal, and the United Nations Sustainable Development Goals.

As the PES Network celebrates its 10th anniversary, reflections on past achievements will inform future strategic directions and how to respond to labour market dynamics. Questions around the adoption of AI, workforce readiness, and the role of PES in addressing fundamental shifts will shape discussions on the Network's future.
