PES Network Publishes its New Benchlearning Manual

This Manual is tailored for practitioners, policymakers, and stakeholders involved in public employment services (PES). Its goal is to provide practical guidance to enhance PES’ performance and to support the modernisation of PES. It presents the conceptual framework of the revised ‘Benchlearning’ methodology -in light of the beginning of a new cycle in 2024.

PES Network Publishes its New Benchlearning Manual

The fourth cycle of ‘’Benchlearning” has just been launched within the European Network of Public Employment Services: it aims to help PES across Europe improve their performance by comparing themselves with peer PES and learning from them via qualitative and quantitative assessments. The publication of the new Benchlearning Manual continues the work of improving the efficiency and effectiveness of PES across Europe.

It covers seven areas of PES activity that serve as benchmarks in evaluating how effectively the PES, as an organisation, is running when compared to an ideal standard, providing a clear framework for assessing organisational arrangements and operations. These range from strategic performance management, operational processes, sustainable transitions, employer relations and evidence-based design, to human resource management. By advocating for continuous improvement and innovation, the Manual provides practical insights for enhancing PES services and driving positive outcomes in the labour market.

Since its inception in 2015, the PES Network has supported Benchlearning as a comprehensive system for benchmarking and mutual learning among its members. As the Fourth Cycle of Benchlearning begins in 2024, the revised Manual introduces key innovations including a reviewed Excellence Model to help PES address emerging challenges such as labour and skills shortages. The Manual also aligns with the 2020 European Foundation for Quality Management Excellence Model, with sustainability, digitalisation and multi-actor partnerships (within an ecosystem) playing a more prominent role. More flexibility in the assessment process will cater for the diverse institutional setups and preferences of PES.

The Benchlearning methodology acknowledges the diverse national and local contexts in which PES operate, recognising the significant influence on performance. By focusing on performance enablers and employing both qualitative and quantitative assessments, Benchlearning helps PES identify good practices, and adapt strategies to local contexts.

As the European Union strives to address labour market challenges and promote social inclusion, the role of PES becomes increasingly vital. The Benchlearning approach, exemplified by the release of the new Manual, aims to support the efficiency and effectiveness of PES operations. As the fourth cycle unfolds, stakeholders can expect continued innovation and collaboration to drive meaningful impact in European labour markets.
