On 27 January 2005, the Commission presented a detailed and thorough report on actions taken in response to the 2003-05 Broad Economic Policy Guidelines (BEPGs). The report is an important tool for monitoring progress. It serves two purposes:
  • First, it makes an assessment of the degree of implementation of the 2003-05 BEPGs so far. As such it is part of the monitoring and surveillance process (in accordance with Treaty Article 99 (3)) to ensure that the guidelines are followed up.
  • Second, it provides essential background to the Commission’s 2005 Spring Report and the Mid-Term Review of the Lisbon Strategy.

    The report consists of two parts:
     
  • The first part is a Commission Communication which draws on the accompanying Commission services’ working document to provide a second annual evaluation of the degree of implementation of the updated 2003-05 BEPGs. The level of assessment in this second implementation report has been increased since last year, with an increased focus on policy measures taken rather than intentions. However, due account is also taken of the more limited time the new Member States have had to follow-up on the guidelines issued for them in the 2004 update of the 2003-05 BEPGs.
     
  • The second part is a working document of the Commission services. The first part of the document provides a more detailed overview of implementation of the BEPGs, drawing attention to the performance of individual Member States’ where necessary. This is complemented by a separate assessment for each Member States on the degree of implementation of the country-specific recommendations in the 2003-05 BEPGs, including those issued in the 2004 update.
