Glossary:Double counting

An individual may be granted more than one social benefit within a reference period. The number of unique recipients of a group of benefits can therefore be calculated only detecting, estimating and eliminating double-counting in the case that one recipient receives more than one of the benefits covered in the relevant reference period. The extent to which double counting may arise is influenced by the variable used to measure recipients, by the range of benefits covered and by the rules governing access to these. This considered, in the pension beneficiaries module, the total number of pensioners is defined as the number of persons receiving at least one pension (i.e. a person who receives more than one pension is counted only once).
